Our services
Four areas of expertise, one shared promise: understand your context, structure your project, and stay with you through to implementation.
Building, structuring and securing aviation operations
Our approach
Air transport in an island setting is not just another service - it is the vital link between communities separated by the ocean. Every airline, every route, every aerodrome is a link in a chain of territorial continuity on which the health, economy and social cohesion of entire communities depend.
Pacific Blue Consulting works across the full lifecycle of an air operator: from the initial idea to daily operations, from the first page of the business plan to maintaining certifications year after year. Our strength is to speak the language of regulators (DGAC, EASA), of investors and of flight crews all at once.
We have built airlines where none existed, brought struggling operators back into compliance, designed routes through mountainous terrain, and supported concession bids against the world's largest groups.
What this covers
- Airline creation and structuring (from legal status to Air Operator Certificate)
- Business plans, economic models and commercial strategy
- Operating certification and operational documentation (MANEX, safety and security management manuals)
- EASA compliance: Part-145, Part-M, Part-CAMO, Part-OPS
- Regulatory audits and compliance action plans
- Safety Management System (SMS)
- Aerodrome Safety Impact Studies (EISA) - 10 delivered since 2024
- Airport security expertise (audits, governance, TSA interface)
- Inter-island route strategy and territorial continuity
- Drones and UAVs: strategy, operations manuals, aerial imagery
- Aerodrome rescue and fire-fighting (SSLIA), AFIS and maintenance documentation
Focus : Aerodrome Safety Studies and Security
Pascal Bazer-Bachi is one of the few experts in the Pacific to combine senior leadership within the regulatory authority and hands-on consulting practice in airport safety and security.
Since 2024, 10 Aerodrome Safety Impact Studies delivered on platforms ranging from the Tuamotu atolls to Tahiti-Faa'a international airport (wide-body B777/A350, work on operating sites, multi-stakeholder coordination). Methodology aligned with national and European requirements; residual risks placed within the ALARP zone.
On security: experience chairing Airport Security Operational Committees (COS) and Airport Security Commissions, and as the interface with the US TSA on the Tahiti-Faa'a platform.

What this means for you
Aviation operations launched on solid foundations, certifications obtained and maintained, risks under control - because territorial continuity is not a concept, it is the daily reality of island life.
Designing the platforms that connect island communities
Our approach
A coral aerodrome with an 800-metre runway in the Tuamotu. A port in the Loyalty Islands that must absorb vital freight traffic. A private runway on a protected atoll. Every island infrastructure is a special case - and yet each must comply with international standards designed for very different contexts.
Pacific Blue Consulting knows how to navigate this equation. We design master plans that account at once for regulatory constraints, land realities, the financial capacity of local authorities and the expectations of the communities they serve.

Key missions
- Province of the Loyalty Islands (DPA) - ports and airports (2024-2029)
- Master plan for Moorea and Huahine airports (2024-2025)
- Closure of non-conformities on the Tetiaroa runway (2024-2025)

Supporting the ecological transition and resilience of territories
Our approach
The sovereignty of an island territory plays out on several fronts at once: reducing its dependence on fossil fuels, protecting biodiversity that is unique in the world, feeding its population with its own resources, and showcasing the know-how that shapes its identity.
Pacific Blue Consulting supports this transition with the same rigour we bring to civil aviation: fact-based diagnostic, quantified targets, realistic roadmap, and long-term support. We do not sell environmental rhetoric - we build mechanisms that work.

Key missions
- Carbon footprint of the DAC-Pf and decarbonisation roadmap (2025)
- DIREN biodiversity certification (2021-2023)
- Update of the environmental impact assessment framework (2025-2026)

- Pandanus drying facility - Traditional Crafts Service (2025-2026)
Supporting those who transform, those who learn, and those who start a business
Our approach
The most ambitious projects fail when the organisations that must deliver them are not ready — and the most dynamic territories stall when the talent that could transform them does not dare to take the leap into entrepreneurship. That is why a core part of our work is to strengthen teams, clarify responsibilities, equip managers, train those who will make tomorrow's decisions, and support entrepreneurs through the creation of their business.
Whether we are supporting an operator in the middle of a transformation, a team that needs training, or an entrepreneur creating their first business, our conviction is the same: it is the women and the men who bring organisations to life. And it is by equipping them, clarifying what is expected of them and securing their choices that we build sustainable trajectories.
What this covers
- Training and change management (project management, leadership, compliance)
- Professional and executive coaching for leaders and managers
- Design and facilitation of training programmes
- Creation and structuring of accredited training centres (Part-147, etc.)
- HR structuring, organisation and clarification of responsibilities
- Support for new business creation: situation analysis, choice of legal status, registration paperwork
- Business plan development and preparation of funding applications (banks, SOFIDEP, ADIE, public schemes)
- Follow-up of initial tax and social obligations for newly created businesses
Focus : Support for new business creation
Starting a business in French Polynesia means crossing an administrative threshold that often feels insurmountable: CDFE, RCS, DICP, CPS, CAPL, banking, insurance. Pacific Blue Consulting supports future Polynesian entrepreneurs along the entire journey, from choosing the right legal status to effective registration, from business plan to securing funding.
Our service does not replace public schemes — CCISM, ADIE, SOFIDEP, DGAE — it helps you make full use of them. We take on the heaviest part of the formalities: situation analysis, choice of path (sole trader licence, company, agricultural or otherwise), preparation and submission of applications, and follow-up through to obtaining the necessary registration numbers.
Our offering:
• Sole-trader licence (patente) — to operate as an individual.
• Company creation — limited liability or simplified joint-stock companies (SARL, EURL, SAS) for projects requiring a corporate structure.
• Agricultural project creation — farming, livestock, lagoon fisheries, pearl farming.
• Business plan and funding support — bank applications, SOFIDEP, ADIE and public schemes.
• End-to-end creation with funding — integrated project combining the creation of the structure and the mobilisation of financing.
• Start-up follow-up — securing the first months of activity and the initial tax and social deadlines.

Key missions
- CNAM Managers' Club (2021-2022)
- Air Formation Part-147 centre - turnkey creation (2022)
- Organisation & HR for Air Loyauté (2020-2023)
- Project management training - HSF (2024-2025)
- Support for the creation of sole-trader and corporate businesses
- Preparation of funding applications with banks, SOFIDEP and ADIE
- Start-up support for new Polynesian businesses
What this means for you
More capable teams, clearer organisations, better-equipped managers, project owners who move from idea to a registered business, and professional or entrepreneurial trajectories made secure. Because a territory's best investment is its talent and those who dare to build.
