In a territory where every island is a world of its own, where European regulation meets Pacific realities, where an aerodrome handling 200 passengers a week must meet the same requirements as an international hub - you need people who know how to build.
Pacific Blue Consulting was born of this conviction: island territories deserve the same rigour, the same ambition and the same quality of consulting as major metropolises, but with an intimate understanding of what makes them unique.
Since 2017, we have created airlines, certified airports, secured construction works on operating platforms, supported the ecological transition, trained managers, and structured food and craft supply chains. Because the sovereignty of a territory is built on all of these fronts at once.
Our method is nothing mysterious: understand before recommending, listen before structuring, and never deliver a document without making sure it can actually be implemented by those who will own it.
None of our projects ever starts from scratch. Like the spiral of the shell we use as our emblem, every mission builds on the ones before it - and with each turn, the perspective is wider, the experience richer, and the ability to make structural choices more assured.

Pascal Bazer-Bachi
I work for island territories. Over the years, that has become my centre of gravity.
I started in civil aviation on the ground in 1993. From there, I worked my way up every rung — operations, engineering, European satellite operations as Director of EGNOS Operations, territorial regulation in Picardy, safety and security oversight in French Polynesia, then heading the Civil Aviation Authority of French Polynesia and its network of forty-three airports spread across five archipelagos. And finally running a Polynesian airline, this time as an operator. Thirty years seeing the profession from every angle, which changes the way you then support the organisations that practise it.
I founded Pacific Blue Consulting in 2019 to turn that experience into a useful instrument for the public and private actors of the Pacific. When we are entrusted with a project, we do not stop at recommendations: we commit, we own the trade-offs, we stay through to the end. The firm works on structural transformations — aviation, environment, infrastructure, territorial supply chains — as a multidisciplinary team, with partners chosen for their expertise and their standards.
My job is to leave organisations stronger after my work than before.

Creation of the independent consulting firm in French Polynesia to support public and private stakeholders in aviation and airport services.
First structural missions

The shell, emblem of Pacific Blue

The visual identity of Pacific Blue Consulting is born from a stylised shell whose spiral opens and grows as it unfolds. This spiral suggests that no project ever starts from scratch: we revisit familiar themes — safety, service continuity, business models, governance — but with each turn, the perspective is wider, the experience richer, and the ability to make structural choices more assured.
The shell is also a tribute to Polynesia and the great Pacific Ocean, where it is at once a daily object, a symbol of the lagoons, and a tangible trace of the bond between land and sea. It echoes the pu, the conch you blow to signal your presence, announce an event or welcome navigators on their approach — like a clear and benevolent call across the vastness.
